What Is FBR Digital Invoicing? A Plain Guide
A plain-language guide to FBR digital invoicing in Pakistan: who it covers, how integration works, and what to check with your tax advisor.
What FBR digital invoicing actually means
For most of Pakistan's business history, an invoice was a piece of paper — or a PDF — your business generated and kept on file. FBR digital invoicing changes that. Your billing software submits each invoice to FBR in real time and gets back a stamped, verifiable record. Under the sales-tax rules, an invoice that was never submitted through the system is not treated as a valid invoice.
A compliant invoice carries three things: an FBR invoice reference number (IRN, roughly 22 characters), a QR code, and the FBR Digital Invoicing logo. All three are required — a document missing any one of them is not a legal invoice, however official it looks.
The legal root of all this is SRO 69(I)/2025, which rewrote Chapter XIV (rules 150Q to 150XQ) of the Sales Tax Rules 2006 under Section 50 of the Sales Tax Act 1990. Everything else — go-live dates, scope expansions, operational clarifications — sits on top of that one rule. Read the full breakdown on our FBR Compliance Hub.
Who may need to comply
The short version: if you are registered for sales tax, check whether the digital invoicing rules apply to you. SRO 1852(I)/2025 staggered the go-live dates by turnover and entity type, as reported in secondary guides. Confirm the date for your category against the SRO that applies to you.
Income-tax POS integration is a separate track. SRO 428(I)/2024 is the final notification in force, and its schedule names categories such as retailers, restaurants and private schools. SRO 288(I)/2026 is a draft published for comment. FBR has not issued a final notification as of the last review. Whether and how any of this applies to your business is a question for your tax advisor.
Why checking early helps
Sandbox testing and production token set-up take time, so it helps to start early. Dates reported in secondary guides vary, so confirm yours on fbr.gov.pk.
What non-compliance can mean
Penalties apply for failing to integrate, and they escalate with repeat default. Under section 182 of the Income Tax Ordinance, if a business integrates before the penalty for a second default is imposed, the Commissioner waives the first-default penalty. The statutory text is on the FBR Compliance Hub; ask your tax advisor how it applies to you.
Staying non-integrated has a second-order cost too: because a non-system invoice is treated as invalid, it can put your buyer's input-tax claim at risk. That is why B2B buyers may ask vendors whether they have integrated.
Is there a tax credit?
Section 64D of the Finance Act 2026 provides a credit of 10% of the amount actually invested in electronic resources installed, integrated and configured in that tax year. It applies only against normal tax payable, and not against operation and maintenance expenses. Track your integration spend from day one, and confirm eligibility with your tax advisor before you rely on it.
How integration actually works
You connect to FBR either directly through PRAL's free API or through one of the licensed integrators — FBR publishes the list, and integrator fees are capped by FBR. STGO 01/2026 clarified two operational details that matter in practice: you're allowed to use more than one licensed integrator, and you have a 72-hour window to edit or cancel a submitted invoice if something goes wrong.
Before going live, every business certifies in FBR's sandbox — running the scenario set for its sector, confirming each case passes validation, then switching over to a production token. Most of the friction in this process is technical: getting the right scenario set and clean payloads the first time, rather than debugging rejected invoices once you're live.
FBR validates every invoice against its own rules and returns a numeric error code for anything that doesn't match, and the raw responses are terse. Our FBR Compliance Hub has a plain-language preview of the most common ones.
Where Aboha fits
Tasdeeq by Aboha is live today. It is counter software that takes payment and prints a receipt carrying its FBR invoice number and QR code, with set-up, staff training and WhatsApp support. Aboha Digital Invoicing is coming soon. It will check each sales-tax invoice against FBR's rules before sending it, so common error codes are caught earlier.

Frequently asked questions
Do all businesses have to comply with FBR digital invoicing?
If you are registered for sales tax, assume the digital invoicing rules may apply to you. SRO 69(I)/2025 set the base rule for the sales-tax track. A separate draft, SRO 288(I)/2026, covers income-tax POS integration and has not been finalised. Ask your tax advisor which rules apply to your business.
What happens if my business does not integrate?
Penalties apply for failing to integrate, and they escalate. A non-system invoice is also treated as invalid, which can put your buyer's input-tax claim at risk. The FBR compliance hub on this site has the statutory text. Ask your tax advisor how this applies to you.
Is there any financial support for switching to digital invoicing?
Section 64D of the Finance Act 2026 provides a credit of 10% of the amount actually invested in electronic resources installed, integrated and configured in that tax year, against normal tax payable only. Recurring operation and maintenance costs are not covered. Confirm eligibility with your tax advisor.
